the total imports of petroleum (in thousands of barrels per day) in a given year are approximated by the polynomial-38x^3+21x^2-13x+13734 where x represents the number of years in 2005. the corresponding total of exports is modeled by the polynomial -9^3+86x^2+36x+1245
Write a polynomial that represents how many more thousands of barrels per day were imported than exported in a given year.

Assuming that Andrew M.'s comments are correct, and that you mean "years since 2005", we simply have to subtract exports from imports.
So that's -38x^3 + 21x^2 -13x +13734 - [-9x^3 + 86x^2 + 36x + 1245]
That becomes: -29x^3 - 65x^2 - 49x + 12489
