The percentage decrease is the difference/ the original figure, multiplied by 100:

 

The population decreased by: [(4995-4286)/4995]*100=[709/4995]*100=0.1419*100=14.19%

We need this percent to be to the nearest tenth, so round 14.19% to 14.2%
