I don't blame your hard time understanding this question. It seems that there may be some important information missing. Let me explain:
There will be many ways to organize the bouquets.
Situation 1: If the question asks for the maximum number of bouquets that can be made from the given flowers:
then 56 bouquets would be the answer. Each bouquet containing 1 tulip and 1 daisy.
Situation 2: If the question asks for the least amount of bouquets that can be made from the given flowers:
the answer would be 1 bouquet (1 bouquet of 56 tulips and 56 daisies).
As you can see there can be many ways to arrange the bouquets depending on what the question is looking for.
