If this is the midpoint, these 2 segments are equal. We can set up that equation, then solve.
5y+13=5-3y Add 3y to both sides
5y+13+3y=5-3y+3y Simplify
8y+13=5 Subtract 13 from both sides of the equation
8y+13-13=5-13 Simplify
8y=-8 divide both sides by 8
y=-1
