I agree that the answer is 1:9. But, here is why. Area is 2-dimensional. Imagine a square, for example. If the side lengths of the smaller square are 1 cm, it's area would be 1 cm3. But, a larger square with side lengths of 3 cm would have an area of 9 cm2.
So, the side lengths would have a ratio of 1:3, but the areas would be 1:9.
You can use any numbers you'd like that have that 1:3 ratio to them. You will find that the areas will always have a 1:9 ratio (for example, 25:225).
