Reduction half reaction
ClO4- ==> ClO- (Cl goes from +7 on the left to +1 on the right = reduction)
Oxidation half reaction
Br- ==> Br2 (Br goes from -1 on the left to 0 on the right = oxidation)
No standard reduction potentials are provided, so look them up and subtract the reduction potential for the oxidation reaction from that for the reduction reaction, or add the oxidation potential for the oxidation rxn to the reduction potential for the reduction reaction.
