I don't quite understand the question, but here's my two cents:
Suppose you have the original deck of 52 cards. Let's use hearts. The probability of choosing getting a hearts in one draw is 13/52 or 1/4.
Now, if we add the "stars" suit, we have 65 cards. The probability of getting a hearts in this case is 13/65 or 1/5.
So, using the (new-old)/old approach, we find that the new odds of getting a heart change by (1/5-1/4)/1/4 = -0.2 or -20%.
