MoE = z*SE

z* = z-critical value

SE = standard error

SE= sqrt[(p^q^)/n]

p^= 0.69

q^=1-0.69 = 0.31

n=sample size= 290

Recall:

z_90%= 1.645

Now, compute the standard error using the formula and values above, then multiply by 1.645 and you will have the margin of error. I hope this helps.
