Use point-slope form (Algebra 1)
y - 3 = (-5)(x + 2)
Parallel lines have the same slope but different y-intercepts.
y = mx+ b
y = (-5/2)x + b
Use the given point in the above equation and solve for b:
(3) = (-5/2)*(-2) + b
3 = 5 + b
Subtract 5 from both sides of the above equation:
-2 = b
So the equation of line parallel to the given line and passing through the point (-2,3) is:
y = (-5/2)x - 2
