Let's refer to: y=mx+b, where m is the slope and b is the y-intercept.
Slope is rise/run; to go to one "nice" coordinate point to the next we go up 3 and right 4. So our slope is 3/4.
The y-intercept is where the line crosses the y-axis. In this case, it's -1.
Combine and you get y=(3/4)x-1.
