Starting at point A let's move in the x direction 1/3 of the distance from A to C.
The change in x moving from A to C is calculated as: -21 - (-15) = -6 (note that this is a directed distance)
1/3 of - 6 is -2.
From point A moving in the x direction results in moving from -15 to -17. That is the x-coordinate of B.
The change in y from A to C is 10 - 18 = -8.
1/3 of -8 is -2 2/3.
Starting at the y-coordinate of A, 18, moving -2 2/3, arrives at 15 1/3.
So the coordinates of B are (-17, 15 1/3).

is this meant to read that point C is at (-21,10)
The question reads as trying to find B, but the (-21,10) is listed as B in the preliminary information??
or is B at (-21,10) and the question is supposed to read as trying to find the coordinates of C, rather than B?
