is it really 12x or 12 times (3-2x)

Again, I would use long division to solve this particular problem.

 

 

              4x² - 2x + 1 R -10

         ¦¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯

3x+1  ¦ 12x³ - 2x² + x - 9

           12x^{3 +} 4x²

                    -6x² + x

                    -6x² - 2x

                            3x - 9

                            3x +1

                                -10

 

I'm hoping you have learned long division or synthetic division so that you can actually solve this problem.
