Trying to program an RPM Gauge

I've an RPM Gauge that spins the needle from 0 - 90 degrees, with the needle towards bottom at 0, spinning to the left towards -90, and up towards 180. It has to accurately reflect around 1 to 8000 revs. What do i do?
