Can we say the n (shell number) = l - 1 (1=azimuthal quantum number)

I don't think you can say that. For example, when l = 0, l - 1 would be -1 and there is no shell n = -1. Likewise, when l = 1, l - 1 would be 0 and there is no shell n = 0.
