Why are most carbon emissions from developing countries?

Why are the most carbon emissions and bad gases, that are released, from developing/3rd world countries??

This is beyond the scope of my expertise (this is more of a political science question) but developing countries tend to have minimal regulations when it comes to the release of pollutants. So people/companies are just legally allowed to pollute more in developing countries.
