I'm a little unclear on what this question is asking, so I'll respond in a general sense.
Yes!
Communication is key to sharing knowledge and experience. You communicate every day in some capacity, so you're already practicing! Anyone can become an expert on anything, but communication is necessary to explain, collaborate, teach, and/or entertain with that expertise. What's great is that becoming an effective communicator is not as difficult as it may seem. Good communication includes effective writing, speaking, and establishing relationships of all types. Just like any skill, communication takes time and practice. It is worth the effort to becoming an effective communicator, which will help with your confidence as well.
Becoming compelling is a little trickier. If we're talking about 'compelling' as in 'persuasive,' then being knowledgeable, accurate, ethical, and effective in your communication will help with that. If we're talking about 'compelling' as 'someone worthy of being listened to,' then being knowledgeable, accurate, ethical, and effective in your communication will help with that (see where I'm going with this?).
Good communicators understand how much work it takes to know what they're talking about. Similarly, good communicators understand when it is time to not talk. Listening is just as, if not more, important than talking when it comes to communication. Understanding one's audience, gathering information, and responding appropriately all are necessary to being an effective communicator.
Overall, being a compelling and confident communicator comes down to practice, knowledge, and awareness, all of which are skills/traits you can learn fairly easily!
