y less than 12 is 12 - y. Is that the form of the answer that you wanted, or a graph per William W's response?

We need a little more to go on but in a 2 dimensional, standard x-y coordinate plane, it looks like this:

y = 12 is the horizontal line passing through (0, 12) and everything below that line is y < 12.

Notice that the boundary line, y = 12, is shown as a dotted line to indicate points on that line are not included.
