Not sure what you mean by "overall oxidation number". Polyatomic ions (such as BiO+) and molecules (such as H3BO3), do NOT have oxidation numbers. Oxidation numbers are restricted to ATOMS (and monoatomic ions), and do not apply to polyatomic ions or molecules.
The overall CHARGE on BiO+ is, of course, +1, but that's not an oxidation number.
Maybe you could clarify the question, if the above did not address your concern.
