Slope Intercept Form: y = mx + b
Parallel Lines have the same slope, so m = -2
So, now we have: y = (-2)x + b
To solve for b (the y-intercept) just plug in the given (x,y) pair.
(4,5) --> 5 = (-2)(4) + b
5 = -8 + b
13 = b
Put it all together to get: y = (-2)x + 13
