"If one student is chosen at random" this means out of all students, so the denominator should be 70.
The number of students who are not male and got a C is equivalent to the number of students who are female and got a C, which is 12 I'm assuming from the misaligned table header.
The numerator should be 12.
So the probability that a randomly selected student is not a male and got a C is 12/70=6/35=0.171
