2NaCl+ Pb (NO3)2 = 2NaNO3 + PbCl2 .. balanced equation
From this balanced equation we see that 2 MOLES of NaCl react with ONE mole Pb(NO3)2. This is known as the stoichiometry of the equation. So, it's now simple to find how many moles of NaCl will react with 1.5 moles of Pb(NO3)2
1.5 mols Pb(NO3)2 x 2 mols NaCl / 1 mol Pb(NO3)2 = 3 mols NaCl
