How come when we convert the density from g/mL (1.266) to g/L (0.001266) FIRST and then we divide the mass (1515) by it (gives us 1196682)? Why is it more efficient to divide mass (1515) by g/mL (1.266) and then convert it to L?

I wouldn't say it is more efficient. It's just an alternate way of doing the problem. Ultimately, one should arrive at the same answer.
