Parallel lines have the same slope.
The slope of the line y = 2x - 3 is 2 (it is in slope-intercept form y = mx + b, where m is the slope).
Now you have a choice as how to write the equation of a line passing through (-1, 1) with a slope of 2.
Use point-slope:
y - (1) = 2(x - (-1))
y- 1= 2x+2
y = 2x+3
OR
Use y = mx + b, solving for b:
1 = 2(-1) + b
1 = -2 + b
b = 3
so
y = 2x +3
