when a linear equation is solved for y, the slope = the coefficient of the x term. In this case slope =-4
any parallel line always has the same slope
so the parallel line is y=-4x + b where b is the y intercept. to calculate b, plug in the point (1,-2)
-2 = -4(1) + b
b = -2+4=2
b=2
y =-4x+ 2 is the parallel line through the given point
