but it's a true statement, if you replace "mean" with "median.
what's true is the number of values smaller than the median is equal to the number of values that exceed it. That's true by definition. Similar to the "median" in the middle of a highway, with half the roadway on on side and half on the other.
for the mean, it's possible all values are below the mean except one.
1,2,3,4, and 100 have a mean = 110/5 = 22
1,2,3,and 4 are below 22, only 100 is above 22
Or it's possible all values are above the mean except one
1, 102,103,104,105 have a mean = 415/5 = 83, only 1 is below the mean
