You must first write a correctly balanced equation for the reaction taking place:
3N2H4 ==> N2 + 4NH3 .. balanced equation
This tells us that 1 molecule of N2 will be formed from 3 molecules of N2H4
Using this stoichiometric ration, we can now answer the question:
60 molecules N2H4 x 1 molecule N2 / 3 molecules N2H4 = 20 molecules of N2
