If this is the composite transformations that you have to perform RyaxisoT<2,3>
Step 1 would be to perform T<2,3> for the given point (-9,0). T stands for translation- in this case 2 units to the right of -9 and 3 units above 0. The point would end up at ( -7,3).
Step 2 you reflect (-7,3) over the y-axis. The point would end up at ( 7,3) and that is the answer.
To reflect over y-axis the rule is (a,b)-->(-a, b). You can also see it better on a coordinate plane.
