At first glance I thought that segment BE is a diameter of the circle, but that is not stated in the problem. I recommend that you start with the intersecting chords theorem. When two chords intersect each other inside a circle, the product of their segments are equal.
So in the picture that you provided (HB)(HE)=(HA)(HC)
