a). HClO2(aq) <==> H+ + ClO2(q)
A salt that will decrease the ionization of HClO2 would be NaClO2
b). NH3 + H2O <==> NH4OH
A salt that will decrease "the ionization" of NH3 would be NH4Cl
These answers are based on LeChatelier's principle where if you add or increase the concentration of product, the reaction will shift to the left toward the reactant side. In these cases, that will decrease the ionization.
