police might want to keep a close eye on all 33, when they're out on the streets, running loose
or an alternative theory is that precisely because they have a serious felony record, that they're more easily arrested for new unsolved crimes they had nothing to do with. They're prime suspects, so police arrest them for anything everything, possible or even impossible, so the recidivism rate is always high, regardless how law abiding the released offender really is
