You can use equation at line passing through a point:

(y-yo)= m (x-xo) where yo=7, x0= 3 and m =2/3

so (y-7)= 2/3 (x-3) or y-7 = 2x/3 - 2

in the end add 7 to both sides of the equation :

y= 2x/3 + 5
