Truck's momentum = 10500 * 19 = 199500 kg-m/s eastward

 

The car has 199500 - 24650 = 174850 kg-m/s less momentum than the truck, or as a ratio the momentum of the car is 24650 / 199500 ~ 0.124 times the momentum of the truck.
