if (-3,2) is the center of the circle then the circle's equation is:
(x+3)^2 +(y-2)^2 = r^2
or
x^2 +6x +9 +y^2 -4y +4 - r^2 = 0
x^2 +6x +y^2 -4y +13-r^2 = 0 where 13-r^2 = the constant term
or if the origin is the center and (-3,2) is a point on the circle
then
x^2 +y^2 = 13 is the equation
