There is a property that states that two tangent segments to a circle from the same point outside the circle will always be congruent.
Thus, in your problem, BJ=AJ=10, CK=BK=11, and CL=AL=12. So the 3 sides of the triangle are LJ=10+1=22, JK=10+11=21, and LK=12+11=23. So the perimeter is 22+21+23=66.
