H3PO3(aq) + 3NaOH(aq) ==> Na3PO3(aq) + 3H2O(l) ... balanced equation
3H+(aq) + 3OH-(aq) ==> 3H2O(l) ... net ionic equation

We should actually consider H3PO3 as a di-protic acid, not a tri-protic acid (dibasic, not tribasic). Thus..
H3PO3 + 2 NaOH ==> Na2HPO3 + 2H2O ... balanced equation
2H+(aq) + 2OH-(aq) + HPO32-(aq) ==> 2H2O(l) + HPO32-(aq) ... net ionic equation
The sequential reactions are;
H3PO3 + NaOH ==> NaH2PO3 + H2O
NaH2PO3 + NaOH ==> Na2HPO3 + H2O
