Here is an alternative way to do it which I like and because they don't specify in what form the answer should be.
For a perpendicular line 'reverse' the slope and change 4x - 2y to 2x + 4y and just say 2x + 4y = C
Now put in the point (4,-1) to find C
2(4) + 4(-1) = C
C = 4
2x + 4y = 4
or x + 2y = 2
In slope intercept form that would be y = (-1/2)x + 1
