Two figures can be shown to be similar if one can be obtained from the other through a series of transformations including translations, reflections, rotations and dilations.
To accomplish this for the two circles:
1) Translate circle B eight units to the right
2) Translate circle B one unit down.
3) Dilate circle B by a factor of one half. circle B will overlay circle A exactly.
