This problem is very much a buoyancy and fluid dynamics problem.
Total forces will come from buoyancy and mass of the object.
F_buoyant = density_fluid * gravity * volume_tube
F_object = mass_tube * gravity
Now, keep in mind that the forces will oppose each other.
(Floating up to the surface is indicated by positive force in the way I wrote the equation)
Therefore,
F_total = F_buoyant - F_object
