We cannot easily draw on this platform (short of using the video recording), so I'll describe how to draw the Lewis structure the best I can.
Cl has 7 valence electrons
N has 5 valence electrons
O has 6 valence electrons x 2 = 12 valence electrons
Total valence electrons = 24
Place N in the center and attach 1 Cl and 2 O atoms (this requires a total of 6 valence electrons)
Place 3 lone pairs of electrons around the Cl and both O atoms. This requires 18 more valence electrons.
You have now used all 24 valence electrons. However the central N atom does not satisfy the octet rule.
Move 1 lone pair from either O atom and make a double bond with the N. This will be the Lewis structure.
A resonance structure will be the same as the above, only use 1 lone pair of electrons from the OTHER O atom to make the double bond.
