general equation for a circle is (x-h)^2 + (y-k)^2 = r^2 where (h,k) is the center and r= the radius
if the center is (-2,2) and radius = 3, h=-2, k=2 and r= 3, plug those values into the general equation
then the circle's equation is (x+2)^2 + (y-2)^2 = (3)^2
(x+2)^2 + (y+2)^2 = (3)^2 is correct except for that sign following y in (y+2)^2. change it to a negative sign and it would be correct. Or change the center from (-2,2) to (-2,-2) then (x+2)^2 + (y+2)^2 = (3)^2 would be correct.
