I'll assume you meant to write "how many mls of water must be added to 265 ml of 1.75 M HCl to dilute it to 0.750 M?
V1M1 = V2M2
V1 = initial volume = 265 m
M1 = initial molarity = 1.75 M
V2 = final volume = ?
M2 = final molarity = 0.75 M
(265 ml)(1.75 M) = (V2)(0.75 M)
V2 = 618 mls
Volume of water needed = 618 ml - 265 ml = 353 mls of water need to be added
