Well, the way you phrase the question is a little ambiguous. Let me put it this way, and see if this answers your question.
Burning anything in the presence of oxygen will be an oxidation process, as oxygen will change oxidation states. But there are many oxidation processes (reactions) that do not involve burning in the presence of oxygen. So, does oxidation "mean" burning in the presence of oxygen? I'd say no, that isn't what oxidation MEANS.
