CH3COOH + NaOH ==> H2O + CH3COONa
moles CH3COOH present = 27 mls x 1 L / 1000 mls x 0.987 mol / L = 0.0266 mols CH3COOH
moles NaOH needed = 0.0266 moles NaOH according to the mole ratio in the balanced equation
Volume NaOH = 0.0266 mols x 1 L / 0.861 moles = 0.031 L = 31 ms (2 sig. figs.)
