A ratio is a proportion between two quantities. Here, you have the quantities in different units. So convert the feet measurement into just inches, and ratio that result to the already-inches value.
Moral: you would like a ratio to be "unitless", not in the form of XX:YY feet:inches. So get your units to match up, then do the ratioing.
Moral 2: You may express a ratio in various ways. For example, the ratio 4:3 can be expressed as that, or as (1+1/3):1, or even as 1:(3/4) . Probably your teacher would prefer one of those, but I don't know which.
