2y =5x -7
y = (5/2)x-7 has slope = 5/2. a perpendicular line has a negative inverse slope. change the sign and flip the fraction upside down to get -2/5. -2/5 is the slope of the perpendicular line.
y = (-2/5)x + b. to solve for b, the y intercept, plug in the point (3,-2) to get
-2 = (-2/5)(3) + b
b = -2 + 6/5 = -4/5
y = (-2/5)x -4/5 is the perpendicular line through (3,-2) in slope intercept form, slope = -2/5, intercept = -4/5
