The slope of a line perpendicular to a given line is
mp = -1/m
Where m is the slope of the original line.
So the equation of the perpendicular line is
y-y1 = mp(x-x1) where (x1,y1) = (4,-1) in this case.
I'll leave you to do the final calculations to solve for y.
