As the slope is 1/3, we can write Y = 1/3 X + b. As the line passes through (8,2). we can substitute 8 for X and 2 for Y to get 2 = 1/3 x 8 + b. Now solve for b to get b = -2/3. The final equation is Y = 1/3 X - 2/3.
I must note that the point-slope method can be used as well. Y - 2 / X - 8 = 1/3. Solve for Y in terms of X.
