Looking at the data of increasing the [C] from 1.00x10-3 to 2.00x10-3 to 6.00x10-3, we see the rate does NOT change at all. It remains at 1.45x10-5 mol L-1s-1(note: you need a time in the rate, so I used s for seconds).
Since the rate did NOT change, this tells us the reaction is ZERO order with respect to [C] and so the rate equation is
Rate = k[C]0 = k , or...
Rate = k
The overall order of the reaction is ZERO
