In the very simplest of terms, the paddle wheel moved because of the HEAT generated when the electrons hit the wheel (radiometric effect). Essentially, when the rays hit the paddle they heated it up, and thus the gas next to the paddle expanded and this is what resulted in the paddle moving. At least that's my understanding of how the experiment worked.
