The slope of the line perpendicular is the negative reciprocal.

a perpendicular line would have a slope of -4/3 since slopes of perpendicular are the negative reciprocal of each other.
So our equation would be y = -4/3x +b where b is the y intercept we are looking for
substitute the y an x values from the point it passes through (3,1)
1 = (-4/3)(3) + b
1 = -4 + b
b = 5 so the y intercept is 5
